Long Beach Utilities Seeks Proposals for Department Strategic Plan
LONG BEACH, CA – The Long Beach Public Utilities Department (LBUD) is inviting qualified firms to submit proposals for Strategic Planning Services in response to a Request for Proposals (RFP). Proposals are due electronically through the City’s vendor portal, Long Beach Buys, on Thursday, April 9, 2026, at 11:00 AM PST.
The Long Beach Public Utilities Department is developing a unified Strategic Plan that will serve as a high-level framework guiding policy direction, resource allocation, and operational priorities across its Water, Gas, and Sewer utilities. This effort integrates partner and collaborator engagement, performance metrics, and alignment with Citywide climate, equity, and financial goals.
City staff will host a mandatory pre-proposal meeting for prospective contractors at 11:00 AM PST on Tuesday, March 24, 2026, via a virtual Microsoft Teams meeting. A copy of the RFP is available on the Long Beach Buys website. For questions regarding the RFP, interested parties may contact Esme Houtepen at 562-570-2408 or via e-mail at CentralProcurement@lbutilities.org.
