Natural Gas Rates

Your gas utility rates include both the cost to deliver service to your home or business and the cost of the natural gas commodity charged by our suppliers. Similar to other energy prices, the commodity cost of natural gas can increase and decrease according to gas market pricing. Long Beach Utilities does not produce natural gas; the Department buys natural gas on the open competitive market. The Department will continue to purchase natural gas at the most competitive price. 

Proposed Natural Gas Rates: Fiscal Year 2027 (FY27)

On June 4, 2026, the Long Beach Board of Utilities Commissioners (Board) adopted the Long Beach Utilities Department budget for Fiscal Year 2027 (FY 27). The $439.1 million budget funds continued capital improvements for water, gas, and sewer infrastructure, supports efforts on increasing local groundwater supply, and covers expenses for emergency repairs and scheduled maintenance for 4,000 miles of main and lateral water, sewer, and natural gas pipelines. The Long Beach City Council will consider proposed natural gas rates for approval in Fall 2026. Please visit the Long Beach City Clerk's website to view the schedule for the City's FY 27 Budget hearings. 

The proposed natural gas rates are outlined by schedules. Please note that the FY 27 Budget includes no changes to the Residential Schedule 1 tier 2 rate or the CNG Schedule 5 rates.

Monthly Cost Of Gas: Commodity Charge Per Month

Long Beach Utilities’ cost of gas is calculated using two pricing portfolios:

  • Core customers
  • Non-Core customers

These two portfolios may be comprised of any one or combination of three increments of supply as follows:

  • Interstate supplies delivered into the Southern California Gas Company's intrastate pipeline system,
  • Gas storage withdrawals, and
  • Any local gas delivered directly to Long Beach Utilities’ pipeline system.

For more detailed information on how the commodity charge is calculated, refer to the specific rate schedules that are listed below. The Core Commodity Charge applies to those customers billed under Rate Schedule 1, 2, 3 and/or 5. The Non-Core Commodity Charge applies to those customers billed under Rate Schedule 4 and/or 7.

Gas Rate Schedules

Current Rates Effective April 1, 2026

Natural gas utilities operating in California must comply with Assembly Bill 32 (AB 32), California's Cap and Trade Program. A rate of $0.13 per therm of natural gas will be assessed to customers' gas bills, with all proceeds used to fund programs that reduce greenhouse gas emissions at the State and local levels.

BTU Factor

Long Beach Utilities measures our customers' gas consumption in CCF's (hundred cubic feet) and bills in therms, according to the rates set forth in Long Beach Utilities’ Gas Rate Schedule. The CCF's measured are converted to therms by using the BTU (British thermal unit) factor for each billing month. BTU factors for the previous 15-month period are listed below:
