LADWP Haynes Generating Station - Recycled and Sewer Pipeline

Project Background Information

In Fall 2019, the Los Angeles Department of Water and Power (LADWP) requested the Long Beach Utilities Department (formerly Long Beach Water Department) to conduct a feasibility study to meet Haynes Generating Station (Haynes) increased water demand target (up to 7 MGD) and industrial waste discharge target (2.77 MGD). On June 23, 2022, the Board of Utilities Commissioners (formerly Board of Water Commissioners) entered into an Agreement with LADWP to manage the design and construction of both Recycled Water and Sewer Pipeline projects.

The project aims to accomplish eight major goals: 

LADWP

  • Comply with regulatory requirements mandating changes to Haynes’ Once-Through-Cooling processes
  • State Water Resources Control Board: discharge wastewater to Publicly-Owned Treatment Works (POTW) by 2029 in lieu of ocean discharge
  • City of Los Angeles Mayor’s Green Initiative: recycle all wastewater for reuse by 2035 

Long Beach Utilities Department (LBUD)

  • Upgrade local infrastructure and construct new recycled water pipeline that will serve Haynes and future LBUD customers
  • Construct a private sewer pipeline to convey Haynes wastewater
  • Upsize potable water pipelines to serve increased Haynes demands and improve system reliability and resiliency

The Long Beach Utilities Department will be conducting several utility infrastructure improvements involving the Los Angeles Department Water and Power Haynes Generating Station (south of the 22 Freeway, east of the San Gabriel River). Potholing activities in preparation for pipeline installation are underway on Studebaker Rd from E Mantova St to the SR-22 onramp. Work is anticipated to end Friday, April 10th. Construction hours are Monday through Friday, 7:30 am to 4:00 pm. Schedule may be subject to delay due to inclement weather or other unforeseen circumstances. There will be no interruptions to water and sewer services during this planned work.
