Background

The Long Beach Utilities Department (LBUD) has been delivering a safe and dependable water supply to our residents and businesses within the City of Long Beach for over 100 years. As we prepare for a climate-resilient future, it is imperative to adapt our aging infrastructure to meet the drinking water needs of our community. The Department is taking steps to minimize reliance on imported water, increase opportunities for recycled water, and maximize local ground water supplies.  

Latest News - Public Invited to Comment on 2025 Urban Water Management Plan

The City of Long Beach Public Utilities Department is preparing its 2025 Urban Water Management Plan (“Plan”) update in accordance with State Water Code Sections 10610 through 10657 of the Urban Water Management Planning Act. The UWMP is drafted every five years to assess future water demand, evaluate the ability to meet that demand under various conditions, plan for drought response, and promote efficient water use and conservation. LBPUD customers are invited to review the draft Plan for comments before the Plan is finalized in June 2026. Please send your comments to waterconservation@lbutilities.org

Draft copies of the Plan will be available for public review and comments from Tuesday, May 19, 2026, to Thursday, June 4, 2026. Draft copies of the Plan will be available for public review online and in-person:

Parking/Bus: Free visitor parking is available.

The Administration building is conveniently located near four Long Beach Transit Bus routes: 21, 23, 71, and 131.

A public hearing on the Plan will be held at the Long Beach Utilities Department’s Administration Building. This hearing will be conducted by the Board of Utilities Commissioners in June 2026.

Previous Water Resources Plans 

In 2019, Long Beach Utilities published its first Water Resources Plan. The purpose of the WRP is to provide a long-term water resources strategy that meets specified objectives and adapts to changing future conditions such as (1) threats to local groundwater and imported water; (2) regulatory requirements; and (3) impacts of climate change. 

What's a Water Resource Plan? 

  • Ensure clean, safe, and high-quality water for all customers

  • Deliver water services in a sustainable, equitable and cost-effective manner

  • Provide reliable water supply service to customers across all parts of the service area

  • Increase resiliency of the water system during droughts and unexpected disruptions

  • Protect and enhance the local and regional environment through multi-benefit projects
